Flat Tow Question in VA?

Not sure how it works in Va. but here in ontario any towed vehicle must be attached by a towbar. No ropes or chains or tow cables of any sort. You can rent a two wheel dolly from UHAUL to tow it safely and legally. Or a flatbed trailer.
