The apartment manager had my car towed without giving me any notice. Is the legal?

My car is fully registered it just doesn't have the tags on yet but i am legal. I was in a car crash just two weeks ago. I have been waiting for my insurance to give me the green light on when and where I can take my car to get it fixed. Any day now I expect to hear form them. My car was towed and the company that towed it said it could of be one both of two reasons. With were unregistered car or cars that haven't been driven longer then a few days. My are is registered and I drive my car around the block onces every couple of days just to keep my battery charged. She never even told me she was going to tow my car. I missed work on Friday and didn't have the extra $86.00 to get it back from the tow company. They are now closed and won't be open again until Monday. I need to know if she is with in the law on this or I am and I need to know fast. Renters rights in California don't say much about cars being towed in everything that I have read so far. I need an answer from someone who really knows what the law is. If she broke the law then I'm going to slam it to her and she is within the law then I can do nothing. She should of at least told me. I would of moved my car onto the street before having it towed. I'm so mad right now.
