Car insurance for teenager?

I currently have a car for my son, though it hasn't been in use for years and is currently unregistered. I want to register it under my 17 year old son's name and get him car insurance so he can start driving. Do I register the car under his name first or do I buy him insurance for the car first? Does the order matter?
