Is prayer the only authority our church has if our Bishop is involved in scandal and won't explain?

Our bishop was recently involved in a scandal in the church. There were allegations of sexual misconduct with several women in the church. A visiting pastor's sermon focused on how church congregation's only authority in matters as these was prayer. Is this true?
